Affected area(s):
A powerful atmospheric river and winter storm pattern produced days of heavy rain, high winds, and saturated soils across Washington, driving major river flooding, localized flash flooding, landslides, and widespread road impacts. Floodwaters forced large-scale evacuations, including the temporary evacuation of Burlington (Skagit County), and severe inundation in Whatcom County communities near the Nooksack River. State and local emergency operations were activated, the Governor issued a statewide emergency, and federal emergency assistance was approved as damage assessments and sheltering operations expanded.

Cities & Communities with reported flooding impacts & evacuations:
Skagit County
Burlington (citywide evacuation order reported).
Sedro-Woolley area (Level 3 “GO” was broadcast in public alerts).
Mount Vernon (Skagit River flooded but floodwall currently holding).
Whatcom County
Sumas, Everson, Nooksack, Marietta (severe flooding/evacuations & rescues are reported).
Pierce County
Orting
Snohomish County
Ebey Island area (between Everett and Lake Stevens).
Population Impacts:
Roughly 100,000 residents were under high-level evacuation notices/orders statewide in reporting.
Skagit County: about 75,000+ people referenced as under evacuation order/notices in Skagit-focused reporting. 
It's estimated that about 3,800 evacuees are believed to need temporary shelter in Skagit County.
American Red Cross is operating 11 shelters and providing meals/relief supplies and the Washington National Guard was activated under the Governor’s emergency actions 25-07.
